The city being North Vancouver.
The tricky bit there is that transportation to North Vancouver is from either West Vancouver (elite housing market) or via seabus from Vancouver. Any commute from an affordable city is going to take over an hour.
So you get people who have other sources of income working most of the minimum wage jobs, or people still living with their parents.
That’s why all service workers live in “renovated” basements, living rooms and wherever else landlords can squeeze in a bedroom-like space.
