Whereas:

There are disability support programs under provincial and territorial jurisdiction

These programs are fragmented and poorly integrated across the country

The lack of coordination across the country creates a mobility penalty for people with disabilities

This undermines the freedom of movement between provinces and territories for citizens and permanent residents, which is a protected right under Section 6 of the Canadian Constitution.
